I don&#039;t know if adds anything useful, but looking at what I wrote at the time (more than ten minutes ago so it qualifies as a distant non-memory), there&#039;s this:

Captain Houlton was, nominally, one of the guardians appointed to James Frampton, who was already fifteen, &#038; his sister after the death of their father.  Houlton was a naval captain but must have maintained contact over the years.  Frampton became infamous as the magistrate who made the Tolpuddle Six into the Tolpuddle Martyrs, but that reputation may have been undeserved, according to some biography, which suggests it was the advice of Lord Melbourne, the Home Secretary that led to his actions and that Frampton was not an uncaring man in his community.
